MR Number: 4-95-0006 Christensen Ranch Satellite Date: 01/13/95 Johnson County,Wyoming Dockets: 04008502 Subject: WELL EXCURSION Reportable Event Number: N/A Discussion: The licensee notified NRC that during routine sampling on 1/9/95, Monitor Well MW108 exceeded all three of its upper control limits. Verification samples taken on 1/11 confirmed that the monitor well exceeded all three of its upper control limits (chlorides, conductivity, and total alkalinity). The licensee shut down injection and commenced recovery operations from the well. The well is located in the northeast corner of COGEMA's Christenson mine, Johnson County, Wyoming. The licensee has sampled for natural uranium and will have the results in the near future. The licensee is required by License Condition 28 to provide NRC with more information in writing, within 7 days. The licensee reported that chloride upper limit is 11.6 ppm and the chloride was measured at 29.1 ppm on 1/11/95. The licensee's upper limit for conductivity is 778 umhos and the conductivity was measured at 881 umhos on 1/11/95. The licensee's total alkalinity upper limit is 124 ppm and the total alkalinity was measured at 158.7 ppm on 1/11/95. Regional Action: The Region has coordinated with NMSS and will continue to discuss the situation with the licensee by telephone. Contact: Michael Vasquez (817)860-8121 Janet Lambert (301)415-6710 PRIORITY ATTENTION REQUIRED MORNING REPORT - REGION IV JANUARY 13, 1995 Licensee/Facility: Notification: Nebraska Public Power District MR Number: 4-95-0007 Cooper 1 Date: 01/13/95 Brownsville,Nebraska Senior Resident Inspector Dockets: 50-298 BWR/GE-4 Subject: PROPOSED REORGANIZATION OF LICENSEE ENGINEERING ORGANIZATION Reportable Event Number: N/A Discussion: The Vice President, Nuclear, notified all Nuclear Power Group (NPG) Employees on January 11, 1995, of the results of a study of the NPG Engineering organization that was commissioned in October. The study resulted in a proposed reorganization that will better serve engineering's defined mission to "support the safe, reliable, and economical operation of Cooper Nuclear Station." The current organization is fragmented with system and maintenance engineers being located on site and nuclear engineering and configuration management located approximately 130 miles away in corporate headquarters in Columbus, Nebraska. The proposed organization would consolidate most engineering functions on site in Brownville, Nebraska. A Division Manager, Engineering, would report to the VP-Nuclear through the Site Manager. Reporting to the Division Manager would be the Plant Engineering, Engineering Support, Projects & Construction, and Design Engineeering managers. NPG employees were informed that the reorganization would involve relocation of families and potentially result in a downsizing of staff and turnover of key personnel. Specifics were not discussed. The CEO, Mr. Ron Watkins, has authorized continuing the next phase of the study. This involves validating the proposed organization and making a final decision on the proposed changes by January 23, 1995, and development of an implementation plan February 6, 1995. Regional Action: The Region will continue routine inspections to assess engineering performance and provide followup information regarding the implementation of the proposed reorganization as it becomes available.
