THE LICENSEE'S RESTART CERTIFICATION HAS ESSENTIALLY BEEN COMPLETED WITH THE EXCEPTION OF SOME TURBINE- RELATED ITEMS, WHICH WOULD HAVE NO IMPACT ON THE REACTOR. THE LICENSEE PLANS TO WITHDRAW CONTROL RODS FOR RESTART AND BEGIN THE LOW POWER TESTING PROGRAM SUBSEQUENT TO RESOLUTION OF A DISCREPANCY NOTED WITH NARROW RANGE REACTOR WATER LEVEL INDICATION. The new circuit originates at a substation in north Omaha and is connected to a ring bus in the Fort Calhoun Station switchyard. Prior to installing this new circuit, the plant had only one 161-KV offsite power source which served as the preferred source of power for the engineered safeguards buses. Main generator output normally serves as a backup supply for the engineered safeguards buses. When the plant is shut down, the 345-KV lines can supply safeguards buses by backfeeding through the main transformer after opening a motor-operated disconnect at the main generator output. Previously, the plant was vulnerable to a complete loss of offsite power if the 161-KV preferred source was unavailable and a reactor trip caused the loss of 345-KV power. The new source of 161-KV power reduces the likelihood of a loss of offsite power. The Fort Calhoun Station IPE noted that station blackout contributed 40 percent to the core damage frequency and noted that an improvement item would be to increase the 161-KV line reliability. Date: 12/15/94 San Onofre 2 3 Resident Inspector Telecon San Clemente,California Dockets: 50-361,50-362 PWR/CE,PWR/CE Subject: ARMY HELICOPTER LANDING IN OWNER CONTROLLED AREA Reportable Event Number: N/A Discussion: On December 14, 1994, at approximately 11 a.m., an Army helicopter from Los Alamitos on a routine flight made a forced landing on the Mesa helipad when instruments indicated an abnormal condition. The helipad is in the licensee's owner controlled area approximately 1 mile from Units 2 and 3, which were operating at full power at the time. The two co-pilots requested maintenance support from their base and a second helicopter with technicians arrived at 1 p.m. Repairs were completed and the helicopters departed after approximately 1 hour. The licensee's Corporate Communications group was alerted of the incident in the event of any media calls and began receiving calls from Camp Pendleton's Public Affairs Office that media had learned of the incident and were interested in access to the landing site.
