The device was not damaged and it was returned to the licensee's facility near Madison, Indiana. On September 22, 1994, the licensee reported that two individuals (minors) were apprehended by local law officers and the second sighting device was recovered, however, the tritium source was missing. One of the individuals had removed the tritium source in his garage and later discarded the source into a corn field near Mt. Vernon, Indiana. The licensee believes that the tritium source was not breached because the individual claimed the source was "glowing" when the source was discarded. The licensee and local law officers are searching the corn field, but as of September 23, 1994, the second tritium source has not been recovered. The activity of the missing tritium source is approximately 10 curies (370 giga becquerels). The licensee plans to perform wipe tests in the individual's garage and a bioassay for tritium on the thief. Results of the wipe tests for tritium and the bioassay are expected within the next two weeks. The State of Indiana was notified that one tritium source was recovered and that one tritium source was still missing. GROBE (708)829-9837 PRIORITY ATTENTION REQUIRED MORNING REPORT - REGION IV SEPTEMBER 26, 1994 Licensee/Facility: Notification: Nebraska Public Power District MR Number: 4-94-0109 Cooper 1 Date: 09/26/94 Brownsville,Nebraska Resident Inspector Telecon Dockets: 50-298 BWR/GE-4 Subject: AVAILABILITY OF DECAY HEAT REMOVAL SYSTEMS Reportable Event Number: N/A Discussion: The licensee is currently in the process of establishing the heat removal capability of the reactor water cleanup (RWCU) system in order to use the system for decay heat removal, in conjunction with a reactor recirculation pump, which will maintain flow through the core. This effort is being done in order to remove both trains of the residual heat removal (RHR) system from service. Both trains of RHR need to be removed from service to perform local leak rate testing on the RCS/RHR pressure isolation valves and to replace a spring in a relief valve, which is located in a common RHR system header. The spring requires replacement because it was purchased as commercial grade and no action was taken to dedicate the spring for safety-related service. During a review of the Technical Specifications (TS) for the CNS, it was noted that no requirements exist to require operability of the RHR system when the plant is in cold shutdown. The TS only prohibit movement of fuel or work that could potentially drain the vessel when the RHR system is inoperable. The CNS TS requirements are significantly less restrictive than the standard BWR TS requirements, which require the RHR system to be operable or immediate actions to be taken to restore operability if one train is lost. Date: 09/26/94 San Onofre 2 3 CALL FROM RESIDENT INSPECTOR San Clemente,California Dockets: 50-361,50-362 PWR/CE,PWR/CE Subject: SMALL RALLY BY GREENPEACE AND ALLIANCE FOR SURVIVAL AT SAN ONOFRE Reportable Event Number: N/A Discussion: On September 24, 1994, from 1:30 p.m. to 4:00 p.m., about 15 members of Greenpeace and the Alliance for Survival held a pro-solar power rally at the main gate and then near the north gate of the San Onofre station. No media and few if any members of the public appeared to be present at the rally. The rally began in the city of San Clemente and was peaceful and uneventful. No rally members attempted to or entered the owner controlled area. There was minimal disruption to plant employees. Local law enforcement personnel were not required or present. The licensee's site security force monitored the rally. The rally members drove a mobile solar generator (solar cells and battery bank on a tractor-trailer) to the rally and offered tours of the generator to the public. SONGS Unit 2 was operating at 98 percent power and Unit 3 was operating at 97 percent power at this time.
