Moody, Plant Manager at the Watts Bar Nuclear facility, had accepted a position within the TVA Corporate Organization. TVA later announced that Mr. Moody's replacement would be Mr. R. MR Number: 4-94-0108 Palo Verde 1 2 3 Date: 09/22/94 Wintersburg,Arizona PHONE CALL FROM RESIDENT Dockets: 50-528,50-529,50-530 PWR/CE80,PWR/CE80,PWR/CE80 Subject: POTENTIAL PICKET AT PALO VERDE Reportable Event Number: N/A Discussion: On September 22, 1994, the licensee notified the NRC resident inspectors that representatives from the Boilermaker's Union intended to picket outside of the licensee's facility on Saturday, September 24, 1994. The Boilermaker's Union has filed an unfair labor practices suit against Fluor Daniels contending that members were denied selection to jobs with Fluor Daniels at Palo Verde. Fluor Daniels recently replaced Bechtel to provide general contracting services at Palo Verde. Union members intend to commence handing out flyers at 6:00 a.m., MST in front of the craft workers' gate at Palo Verde. The licensee has been in contact with Boilermaker's Union officials. The Union has assured the licensee that they intend to conduct a peaceful assembly for the purposes of providing information on their suit and do not intend to block access to the facility. The licensee has contacted the local sheriff's department, who intends to be present at the facility. Palo Verde is a non-union site. Licensee workers have twice voted down initiatives to organize unions at Palo Verde. Palo Verde Units 1 and 3 are operating at full power. Unit 2 is shutdown for a mid-cycle outage.
