MR Number: 3-94-0113 Davis Besse 1 Date: 06/17/94 Oak Harbor,Ohio Dockets: 50-346 PWR/B&W-R-LP Commonwealth Edison Co. Quad Cities 2 Cordova,Illinois Dockets: 50-265 BWR/GE-3 Subject: WEATHER EFFECT ON ELECTRICAL GRID Reportable Event Number: N/A Discussion: Enforcement discretion was granted to the Davis Besse, Quad Cities, and LaSalle plants within the last few days to defer surveillance tests for up to one week to minimize the possibility of inadvertent plant trips. This was done because of the "tight" electrical grid situation which exists in the midwest due to unseasonably hot weather, which is expected to continue at least through the weekend. Midwest utilities are purchasing electricity to supplement their production. Although Cleveland Electric Illuminating is currently buying approximately 1500 Mwe, they have also initiated "rolling" one-hour blackouts of 35,000 residential and industrial customers (160 Mwe gain). CEI is hoping to gain an additional 600 Mwe within the next few days with the premature return of a fossil plant from a maintenance outage. We are not aware of any other "blackouts" in the region currently. Regional Action: Information Only Contact: H.B. CLAYTON (708)829-9602 L.R. MR Number: 3-94-0114 Perry 1 Date: 06/17/94 Perry,Ohio SRU VIA PC Dockets: 50-440 BWR/GE-6 Subject: 10 CFR 50.9 NOTIFICATION FOR IPE SUBMITTAL Reportable Event Number: N/A Discussion: On June 13, 1994, during a QA audit of station blackout, it was discovered that information contained in Perry's Individual Plant Examination (IPE) was incorrect. Specifically, information which was taken credit for in the IPE was not included in the current revision to an operations procedure for loss of AC power. On June 15, the licensee notified the Senior Resident Inspector and the Region III office of the discrepancies. Licensee investigation and short term corrective actions are in progress. The NRR Project Manager was also notified on June 16, 1994. The Perry IPE was submitted to the NRC on July 15, 1992. Regional Action: Resident and Region based inspectors will monitor licensee corrective actions. Contact: L. ROBERT GREGER (708)829-9628
