The purpose of the meeting is to discuss matters relating to the storage of fuel in casks at the Palisades plant. Consumers Power company will present its evaluation regarding the spent fuel storage pad and the NRC will present its independent assessment of this issue. MR Number: 4-94-0048 South Texas 2 Date: 05/23/94 Wadsworth,Texas Senior Resident Inspector Dockets: 50-499 PWR/W-4-LP Subject: MODE 2 OPERATION FOLLOWING EXTENDED OUTAGE Reportable Event Number: N/A Discussion: On May 22, 1994, South Texas Project, Unit 2, achieved Mode 2 operation following an extended refueling outage. The Confirmatory Action Letter which had been instated on February 5, 1993, was lifted on May 17, 1994. Mode 2 operation was resumed following completion of required surveillance activities and repair of a wide range nuclear instrument. The licensee's schedule provides for closure of the main generator output breaker in approximately 5 days after Mode 2 entry. On February 5, 1993, a Confirmatory Action Letter was issued for South Texas Project, Units 1 and 2, to require the licensee to brief the NRC staff on the corrective actions which had been taken to correct the overspeed trip condition that had affected the turbine-driven auxiliary feedwater pumps. Two supplements were issued to the Confirmatory Action Letter which expanded the corrective actions to include three broad areas: material condition and housekeeping, human performance, and organizational performance. These supplements were issued on May 7 and October 15, 1993. The Confirmatory Action Letter for Unit 1 was lifted on February 15, 1994, and the unit is presently operating at 100 percent power. A regimented startup program was established for Unit 1 and a similar program has been established for the Unit 2 startup.
