Cahill Joins NYPA Reportable Event Number: N/A Discussion: The New York Power Authority (NYPA) has informed the NRC that William Cahill will join the company April 19, 1994 and will become the new Executive Vice President Nuclear. Mr. Cahill is currently a group vice president with Texas Utility Electric Co. which owns and operates Comanche Peak. Mr. Cahill will initially be part time (75%) with NYPA and becomes full time September 1, 1994. He replaces Ralph Beedle who resigned from NYPA effective January 31, 1994. Contact: Pete Eselgroth (610)337-5234 PRIORITY ATTENTION REQUIRED MORNING REPORT - REGION III APRIL 15, 1994 Licensee/Facility: Notification: Austel Lemont MR Number: 3-94-0079 Austel Lemont Date: 04/14/94 Lemont,Illinois TELECON FROM IDNS Subject: SMELTING FACILITY CONTAMINATION Reportable Event Number: N/A Discussion: The Illinois Department of Nuclear Safety (IDNS) notified Region III, on April 14, 1994, of contamination at a smelting facility. Personnel at the facility identified baghouse dust contaminated with cesium-137 and reported the situation to IDNS on April 12, 1994. IDNS performed an onsite investigation on April 13, 1994. A sample of the baghouse dust was analyzed to contain 1383 picoCuries/gram of cesium-137. Area surveys of the baghouse area by IDNS inspectors identified radiation levels of about 40 microR/hr. 2700 pounds of dust is potentially contaminated with cesium-137. The facility has a radiation detector for monitoring scrap metal brought into the plant, however, the source of cesium-137 was not detected by the monitor so it is assumed that it was a small source and/or was well shielded when received. A consultant is to be hired to do a facility survey and decontamination. The facility offered to provide employees whole body counts at Argonne National Laboratory. OF HEALTH Subject: RADIATION ALARM ON INCOMING SHIPMENT Reportable Event Number: N/A Discussion: Region III received a call from a representative of the Indiana State Department of Health Radiation Control Program stating that an incoming trailer containing carbon ferro chrome caused the radiation monitoring system to alarm at Slater Steel Company in Fort Wayne, Indiana on April 13, 1994. Slater Steel personnel indicated that the load measured approximately twice background radiation levels, however, a corner of the truck read approximately ten times background. The trailer and its contents were segregated from other shipments and secured until a representative of the Indiana State Department of Health arrived at Slater Steel on April 14, 1994. Using a microR meter, the State representative confirmed Slater Steel's measurements. When the contents of the trailer were unloaded, it was determined that the increased radiation levels resulted from materials embedded in the crease between the truck bed and one of its side walls. The maximum radiation level detected near the crease was 30 microR/hr. There was no indication of removable contamination. The trailer was returned to its owner, D. Austin Enterprises in Wheatland, Pennsylvania on April 15, 1994. The State of Indiana notified the Pennsylvania Radiation Control Program of the return of the trailer. MR Number: 4-94-0030 Arkansas Nuclear 1 Date: 04/15/94 Russelville,Arkansas Resident Inspector Dockets: 50-313 PWR/B&W-L-LP Subject: PLANT CRITICALITY FOLLOWING REACTOR TRIP Reportable Event Number: 27077 Discussion: The licensee restarted the reactor on April 15. The reactor was critical at 2:23 a.m. (CDT). Synchronization to the electrical grid is expected at 9:30 a.m. The unit had previously tripped on April 11 following a lightning induced main steam line isolation.
