Notice of Application to Amend License and Soliciting Comments,
Motions to Intervene, and Protests
November 4, 2002.
Take notice that the following hydroelectric application has been
filed with the Commission and is available for public inspection:
a. Application Type: Non-project use of project lands and waters.
b. Project No.: 1494-244.
c. Date Filed: September 30, 2002.
d. Applicant: Grand River Dam Authority (GRDA).
e. Name of Project: Pensacola Dam.
f. Location: The project is located on the Grand (Neosho) River in
Craig, Delaware, Mayes, and Ottawa Counties, Oklahoma. The project does
not occupy any Federal or tribal lands. The proposed non-project use
would be located in Ketchum Cove on Grand Lake O' The Cherokees in
Section 2, Township 23 North, Range 21 East, in Mayes County.

k. Description of the Application: GRDA requests Commission
approval to

permit Terry Frost d/b/a Water Front Development Company (WFDC) to
construct 6 docks with 67 boat slips to be used by patrons of a new
condominium development known as Colony Cove. GRDA has waived the dock-
placement provisions of Artice IV(7) of the Rules and Regulations
Governing the Use of Shorelands and Waters of GRDA for WFDC's proposal.

will consider all protests or other comments filed, but only those who
file a motion to intervene in accordance with the Commission's Rules
may become a party to the proceeding. Any comments, protests, or
motions to intervene must be received on or before the specified
comment date for the particular application.
o. Filing and Service of Responsive Documents--Any filings must
bear in all capital letters the title ``COMMENTS'', sbull
I11``RECOMMENDATIONS FOR TERMS AND CONDITIONS'', ``PROTEST'', OR

particular application to which the filing refers. Any of the above-

comments, it will be presumed to have no comments. One copy of an
